LOCKDOWN— NO LOCKDOWN & LIVELIHOOD………during & after COVID..
During this Pandemic you are at home,can’t move outside,loitering hither & thither—– obviously you are at lockdown for maintaining social distance.
COVID actually brought a message to the whole world— exposure of the incapability of the health system responding to the infection, which came to the system as “Unprecedented” & time requirement for the study/research to help mankind— reflecting through following of ‘LOCKDOWN” step.. It had shown us the necessity of investing on health system & introducing or sharpening the society led response mechanism system simultaneously.
Lockdown is being implemented in most of the countries and duration varied as per place & situation– from state to state– within the state — from region to region.
We already come to know that its all to stop spreading of the deadly corona virus & to save our life. We have also seen that the country- “Brasil” is paying as it took it just as flue & the impact is increased number of mortality which crossed even USA. Lock down equally affecting economy & responsible for increasing number of unemployed
In India, according to the report of CMIE– 12 crore people have come below the poverty line . This is newly added number during this pandemic.
As per study of “Centre for social sector innovation” of Chicago university (which conducted study on 5,800 families in 27 states) — Village will be much more affected then City/Town & income of 80% family will be lessened.
Thus impact of “Lock down” on economy can’t also be ignored. Life & Livelihood — both are important which implies the message –sustaining life for making livelihood sustainable.
Now let us go through the impact of Lockdown & Isolation on Health & Economy:-
A] On Health:-
- It reduces the chances of further spreading of virus.
- It provides significant time for the health professionals to study & to get ready for rendering their service as per situation.
- People have their choice to modify & follow +health behaviour for their survival. for e.g– they might quit smoking,start exercising or join online class for the cause.
- The situation make people more conscious about their health & hygiene & various factors influencing it,earlier they were n’t aware of– at all.
But it depends upon situation. People staying outside of home might n’t responding in a +ve way towards health behaviour & might be adopting /continuing alcohol consumption, not following health & hygiene rules for their safety.
B] Psychological aspect:-
Needless to mention the negative affect that COVID have on our anxiety,depression, Loneliness, OCD(obsessive compulsory disorder) led a phobia towards the lack of longevity of our lives. For Elderly it is quite retrograde step of maintaining isolation where social interaction is the actual chanting mantra for their well being.
But it is quite wrong if we only see the adverse outcome on health & increasing social,psychological & economic stresses due to this Pandemic because virus COVID 19 taught us some +ve psychological aspects too. Through fact finding & taking appropriate measures with enriched knowledge, provided by the GOVT/Health professionals, we learnt gradually..
i) to be patient
ii) to sharpen our skill & to be adaptive towards optimism & channeling negative factors towards positive one.
iii] Through factor dynamism & flexibility to accept & move as per situation(personality) to control our stress/pain/anxiety for the sake of our survival.
iv) To be empathetic(to whatever extent it might be)…….. It reflected by the attitude of police person encouraging people by singing songs, feeling the pain in social isolation or from the +ve attitude in welcoming health workers by the AIRFORCE with flower or welcoming health workers after their returning form duty.
ECONOMY & LIVELIHOOD :-
No doubt economy of the whole world had been badly affected by this pandemic. It destroys our existing economic system & becomes causative factor for the closure of many industries, producing an army of unemployed people day by day..
i)Economic unemployment further will be affecting our primary social institution like-marriage, family etc.
ii)Loss of job opportunity will be reflected towards lack of demand side.
iii) GDP will be affected badly & might be approaching towards around 2% or even negative point.
GDP does n’t reflect the whole situation. It does n’t include unorganized sector(like- beeri-making,weaving, handloom- working,fishing,plantation,agriculture,construction etc) where 90% population is involved for their livelihood. This Pandemic hit their source of income & they are n’t protected by law as per the organized sector.
In between higher and lower in social hierarchy, there exists another class— “Middle Class’. They are in holding such a social ladder from where they neither deserve to access free ration nor the facility of direct cash flow.
Those who are working in organized sector still might get relief due to the contribution of Govt towards their P.F for the time being & to have more cash in hand but majority of people will be deprived of getting help /facility.
This “Middle Class” people are involved in majority in running “MSME” (micro,small & medium enter prices)sector which also provides job opportunity to the society, need to be provided with more cash flow facility instead of conditional packaging to revive the industry.
To resuscitate the economy, steps had been taken for disinvestment/privatization in context of liberalization & globalization….. These are
1.Commercialization of mining & reducing Govt monopoly.
2. Corporatization of ordinance factory
3.Selling of Govt share on 6 Airports..
4.Encouraging disinvestment in defense sector(49% to 74%).
5. More use of ISRO infra structure by the private firms.
Steps had been taken thinking about the future self independency of the people & for increasing chances of livelihood. No need to say this Liberalization had been started from 1990 in India but some aspects related to this should be taken into consideration..
A] Price/production controlling mechanism:– For eg in case of mining, organization will always make their move for profit making & hence need to be interfered.
B] Structural adjustment programme of the organization & its impact:-
Organization will definitely go for restructuring followed by right sizing of manpower reflecting jobless situation for people. Again SAP(structural adjustment programme) enhances system of HRD in IR(Industrial relation) climate where 3rd party (labour court,arbitration etc)inclusion is always discouraged & instead process of solution across the table /organization is followed. Naturally Collective bargaining which is the strength of union will get kicked off & equally strength of union.
However this is n’t our cup of tea as restarting industry & job opportunity is a burning question & need as per the present situation.
what is need of the time is direct more cash flow to the target people. When tax collection process is n’t in proper functional stage, then to revive those small & medium size firms, fiscal deficit might be towards the point of 5 to 5.8% of GDP. Whatever might be the process– present situation demands restoring of industrial working system & creation of job opportunity gradually.
In this respect, emphasize on service sector(retail,banks,hotel,insurance,transport, social work) should be there in whatever extent it might be along with manufacturing unit because service sector covers around 60% of Indian GDP.
Livelihood opportunity still persists:-
It is said when all most all doors are closed,there would always exist an opportunity of having another door to be knocked. Let us discuss these..
1>Health sector:-
Not only there would be an opportunity in production,supply & services,personal & health care in health sector, present terrific situation opened the door of “Research” & employment will be generated accordingly.
2>E-COMMERCE:-
Along with already existing E-Commerce industry, other big organizations also will gradually adopt restructuring with inclusion of this aspect & it would no-doubt create employment opportunity. Healthy competition among these organization in terms of service,process,facilities would attract large number of people in engagement with job.
3>TELECOM SECTOR:-
Lock down & social isolation /stay at home situation made people bound for large data consumption & even after lifting of lockdown requirement of huge amount data consumption will n’t be less & it definitely would create job opportunity now or after the lockdown.
4>ON-LINE:-
Evaluation of business model,presentation,content to attract target,remote working,presenting online —all these would bring opportunity might be in the form of content writer, PPC expert, SEO,Social media executive or in other way.
DIGITAL PAYMENT through DIGITAL-INDIA initiatives would grow in double digits.
5>CLOUD COMPUTING:-
When most of our work will be based on internet then of course, CC(cloud computing) will be there in the job creation market for easy accessing,faster innovation,flexible resources, lowering cost of paper & reducing computer related emissions.
6>On-LINE EDUCATION:-
When social distancing is our priority & parent can’t ignore their child’s education to be discontinued due to lack of guidance there ON LINE is the only option for continuation of Education. WHO- already intimated that COVID might be with us for the next 2 years. We don’t know whether this deadly virus will be extinguished or it would be internalized with our daily life like other disease-“Cancer” for e.g.
Life & Livelihood both are primary factor for us. Whatever process of lock-down procedure we follow–moderate, acute– COVID 19 had shown us the urgency of internalizing community/society led self quarantine instead of coercive quarantine approach..
Much more direct cash flow, more tracing & testing facility,maintaining hygiene by the people whether at home or outside & more awareness—– are required..
Only steps from Govt side can’t make it successful.
